VOA was situated right next to Garuda check in. We checked our bags in first then went to the long VOA line. It did move pretty quickly though. Don't forget that all travellers need to be with you when you get to the booth. I'm sure it had a sign that said Visa On Arrival. Hand over your passport and AU $24 (thats what it was on 16th April) and they will give you a VOA form. Immigration will come around the plane and stamp it for you. It saves lots of time. Hope this helps :)
