I don't know the details of the dried arrangement but you might want to check with AQIS before you spend any money on flowers.
Heliconias themselves are originally a south American plant that are closely related to bananas and can carry diseases that will affect the banana industry here in Australia. For that reason we can't import them as cut flowers while we do bring in orchids and some others.

This info was current about 5 years ago so please check before you spend your $$.
