Mine is issued through a local credit union and charges no fees from withdrawals from overseas ATMs. On every trip, I work out the rate I'm getting based on what shows on my statement vs what I withdrew. It's almost always within around Rp200-300 of the going cash rate from reputable money changers, such as PT Central.
