where there is no fixed price. The seller names a (usually ridiculously high) price and you offer a lot less until you both come to an agreed price. Bartering is where you exchange an item of yours for an item that you want from the seller. Bartering was more common 20-30 years ago as Keren says. In those days Western goods were in high demand. Nowadays cash is king.
