It is not worth it for Immigration but for Customs. It makes the Green Channel a reality. If not the luggage of almost everyone will be searched by someone with dirty fingers (think of the toilet tissue free life of Indonesians) and a corrupt mind. If you have something that may be worth a special fee, like a laptop or tablet, you must pay. The money disappears in the very deep pockets of the customs man. With the special but here somewhat negatively commented agreement, the worries are less and customs works more like at a normal, western airport.
i prefer to avoid a lengty argument at midnight after a long flight so I pay the minimalistic fee.
