I overheard this conversation at a budget accommodation place last year, where the person was asking if they could do some work for free room. The answer was that a week's full time wage was less than the room per night.
There is a reason why you don't see expats working in businesses in the sort of capacity you are looking for - because you can't. End of story, no point pursuing the question.
You also can't get a Kitas to do work that could otherwise be done by Indonesians. (working in a shop, hotels, etc).
But you would know that if you already hold a Kitas.
