We had a incident on our own beach recently were a young girl stripped off and was having a shower and there was all young kids around 3 to 7 range a bit embrassing they were travellers and that was their shower for the day. Then the other day I went to go to the toilet at the beach and their is this guy in there and he is washing his clothes I said to him this is the girls toilet the mens is next door but all he said was sorry and continued on. I think this is the culture in some countries. When we stayed at the Bali Rani There was alway young and older women taking there tops off. But I have not seen the men do it. As I would say something to them myself. There is a place and time and that is definitely not the right place putting people in such a awkward position. Really the management should have said something to him.
