We were Sanur and Ubud beofre here and felt safe. Kuta I think is safe as long as u r aware of whats going on around you. The roads leading to the memorial were getting deserted and the shops were mostly closed so not a good place to be. Still we survived the ordeal and will cross the street if we see a group of young kids together.
