If they are very serious then yes, Ahmed etc. If you are just looking for a nice exotic but safe swim in Bali and to see a lot of tropical fish then an outrigger from Sanur will fit their bill.
My youngest grandson was about 7 I think when he first went out from Sanur and although the sea is very calm there he didn't feel confident there and hadn't really got the knack with a snorkel so while his parents and elder sister snorkeled the lovely boat guy Mario popped him in a life vest and took him over the side in that and he just used the mask to view the fish. All my grand-kids have enjoyed, with varying skill levels, going out with Mario just over the reef at Sanur.
