Bali. The idea is to tip to make sure that you get good service not after the good/bad or whatever service has been delivered. Once you've had the worst meal of your life, not leaving a tip doesn't change a thing. Slipping a waiter or a security officer or who-ever a little something before things kickoff will guarrantee you will get the best steak, the most attentive service and your car will have the best guarded and most convenient parking space possible. Those frauleins in Munich trained me well.
