Who said there are only a total of 14 passengers? I believe you have looked at the seating plan on the booking pages and have seen 14 seats with crosses on them but all that means is that only 14 people have PAID TO BOOK A SEAT it doesnt mean that is the total people on the plane,it could well be nearly full.
