consideration of the affect drugs have on people and their families. I'm sure there's very few of us who don't know someone who has made their and their families lives hell because of drugs - and some of us are unlucky enough to know people who have died.
As far as I know, this is what the Indos seek to prevent - whether the laws are too harsh... well, it's pretty simple to avoid them, isn't it, although some people just don't seem to learn from other's mistakes.
