I had a similiar experience dealing with a lady in the Phillipines Optus Call Centre.

Her logic was that the first time you sync with iTunes, you create a backup of your iPhone settings, in case something went wrong.

After she unlocked my iPhone, I went back to iTunes and there was a message that my settings had been changed and did I want to accept the changes. I then synced my iPhone again.

To find out whether my iPhone had been unlocked, I put an active Telstra SIM in my iPhone and it worked. All my apps and contacts had been retained. I was also able to choose Telstra as my celluar carrier.
