I think there are more upmarket options in Ubud and overall I would say that the food quality is marginally better.
But it's the setting of most of the Ubud restaurants that set it apart from Sanur, and probably by a reasonable margin.

Apart from the nice beach settings, most of the Sanur restaurants are on the main drag and possibly lacking in the ambience stakes.
The better Ubud eateries (especially those on the outskirts) have lovely ricefield, river, jungley sort of views.

Whether it's higher rainfall or the proximity to its rivers and gorges or even the perceived lack of urban sprawl, Ubud is definitely greener and more lush in areas and for me a slightly better option ambience wise.

In saying that, I love a beachfront lunch in Sanur just about over anywhere else.
