I have a traveled card and a comm bank travel card, basically the same thing. I have travelled through Europe and Asia extensively. I have only ever encountered ATM's that give me the local currency. You can however "lock in" an exchange rate for each transaction when you put the money in. I.e. Today I put $100 aud into usd at current rates of $1.06. It doesn't matter if the rate goes up or down coz mt rate is locked in. Next time I put money in the rate may be more or less, it's a daily fluctuation.
