I arrived at about 4:00pm last month and was at my hotel in Tuban by 5.00pm.
I was out of the airport in about 20 mins. The delay was waiting for the minibus.
Your problem might be the distance from your hotel to the restaurant.
Never can be sure about the traffic or the rain!
