he can ride drive what ever in bali, its not like Australia. All you need to make sure is hes cashed up for when/if he gets pulled over for a bribe.
Legally he can ride, but that means sweet FA as my mates who have full Motor Cycle licenses have been pulled over for a "license inspection" and have had to pay bribes. Then again another mate got pullled over by the traffic lites cops without any license, told them to get stuffed, grabbed his bike and rode off without issue.
Just make sure he has at least 50 000rup and the rest of his cash stashed behind his phone or somewhere (in his shoe maybe), ie not visibly in his wallet or they will want it.
