The dolphin encounter near Sanur includes pick up from your hotel. They should let you know what time the pick up is. From memory, it didn't take long to get there from Legian - 20-30min? I really wasn't paying much attention to the clock but it didn't seem like long in the car.
If you did the morning dolphin encounter, there's no reason you couldn't do Tanah Lot for sunset. I'd aim to get there for around 4-ish, which leaves plenty of time to stroll down through the market, have a look around and find a nice vantage point to watch the sunset. Plenty of little warungs with tables and chairs where you can get cold drinks and snacks - or even a meal if you wished.
