Ogoh Ogoh Fest start time, bars after?

Hi Everyone

Do you know what time the Ogoh Ogoh festival will start on March 22nd
I've seen you tube clips in day light and also in the dark

I'd like to be on the street well in time for a good spot

Are bars open afterward or is that it and everyone goes home to begin Nyepi
