If you are really buying wholesale, which usually implies commercial quantities, you should go to Celuk where there are a number of silver wholesalers. That is also the area where custom made silver jewellery can be made.
Somewhere like Komang Adi or I Ketut Pasta are good places to start. You really need to go to that area and have a very good look around - NOT on the main street. Go down the little gangs.
