It's got nothing to do with being a cheapskate just because someone isn't using the prepaid taxi counter.
Here's a few possibilities where it doesn't involve someone wanting to save a few rupiah by walking outside for a metered taxi...
Some accommodations provide transfers to their guests as part of their stay.
Some people arrange for a driver to pick them up at the airport for various reasons - extra luggage/surfboards, or maybe it's a driver they know and use each trip.
Some may have family and friends in Bali who might wish to pick them up at the airport.
... None of those reasons involve being a cheapskate, but would likely involve having to walk to the new carpark area which is further away.
