Whenever these rumours start it is usually foreigner on foreigner. However, it is more often than not locals when knives are used. The local cretins love to carry box cutter blades as they are cheap and readily disposed of.

Wasn't there but would bet London to a brick that it was local wielding the knife.

These rumours only serve to muddy the waters in favour of the lovely locals.
