Electrical work in Australia would be the responsibility of a registered and licenced electrician, who would be responsible for the installation.
Before trying to nail yet another Aussie business person to the wall (your speciality) it needs to be established:-
1) Was it in fact a light box that caused the fatality.
2) Is it reasonable to assume that a business owner, Aussie or otherwise could neccessarily know that equipment has somehow become energised.
I for one will be waiting for more reliable information on this one before criticising any individual.
