You turn off your data roaming not international roaming. They're two different things.
International roaming is where your phone will automatically pick up an international telco so you can make phone calls/texts on your phone OS without using a local sim (though this costs also, and it costs YOU if someone calls YOU). You generally receive an SMS from the telco of the country you land in once you turn your phone on. You can keep international roaming on your phone without incurring costs.
Data roaming is the one you need to turn off on your iPhone. This stops all data being downloaded onto your phone while you're OS and it costs an absolute squillion. If you have international roaming and you do not turn off your data roaming, this is where your phone bill will give you a nice surprise when you get home.
It is quite safe to have international roaming on your phone, it's done via the telco as I said and does cost a little extra to make and receive calls. but please, remember to go into your settings and disable DATA ROAMING!
