deal with property issues. Foreigners are not allowed to own land. People with a KITAS can have a driver's license and a bank account so that is nothing new either. The law does give foreigners that have been married for two years the right to get a KITAP which is good for five years and can be renewed for free with a visit to immigration. Some immigration offices have already been issuing these, others have not for a variety of reasons. I haven't noticed any particular issues with extortion money, but maybe you have had different experiences with immigration. The law has to be implemented by May of 2012. The work issue has not been finalized yet either as that has to be worked out with the Manpower Department.
