I can't tell u the best, though all the locals I know use XL rather than simpati - and they use this for data (Facebook / bbm / Internet dongle)
But... All the things u mention can be done just using the wi-fi facility on your phone, which of course is a better connection, and free. I would go down this route if i were u, but do still get a local sim - not everywhere has wi-fi.
I had the simpati one in may, and it was a daily fee rather than a usage charge, it was fairly cheap but annoying that I would get charged even if I weren't using it.
