It depends on where you are from. If you are from a country that requires a Visa to enter Indonesia, and it is one of the countries that qualifies for a Visa On Arrival (VOA) then you can purchase your visa when you arrive for USD 25.

Some countries do not qualify for a VOA and have to purchase a visa from their local embassy or consulate prior to departing their home country.

Some countries give Indonesian citizens free visa entry, and so Indonesia reciprocates by doing the same - so those people don't pay for a Visa - they still get a Visa, but it's free.

Countries like Australia, USA, England, New Zealand charge Indonesians for a visa, and also make them jump through lots of hoops to visit as a tourist - but citizens of those countries visiting Indonesia can purchase a visa on arriving for US25.
