If the hotel staff confiscates your belongings, I would ask for a receipt and demand to get any item back upon going out. If that is not done, it is pure theft. Contact the tourist police every time a confiscation happens. It may not help but surely annoy the hotel management. It must learn who pays its salary and that of the staff.
