It is considered Transit if you get your luggage sent straight through to your final destination.
Unfortunately with Air Asia you have to book most sectors seperately. So you have to exit plane - go through immigration, pay for 30days VOA and customs & then do full check in at Air Asia counter etc & pay departure Tax.
When flying from Bali to Hongkong via KL on Air Asia, we also had to exit through immigration, pick up luggage & then check back in again at KL airport - don't think there were any visa fees though.
