While Garuda don't sell duty free on the flight, they seem to have an arrangement where you can purchase duty free at the airport and then collect it once you've passed the LAGs checks. Jetstar would appear not to have this arrangement in place in Bali.

I believe this is what 'permisi' is referring to - not alcohol and perfumes being sold on the flight itself.
