When I was visiting Imigrasi in Bali once, I noticed a young Indonesian woman seeking a visa extention for her Belgian boyfriend.
Her boyfriend was locked away in Kerobokan Prison, but he still needed his visa extended.
One part of the the Indonesian Government was stopping him leaving and another part of the Indonesian Government was insisting that he seek permission to stay!
