Arrivals are really not much of a problem these days. Recently I arrived mid-morning, I was one of the last off the plane. The walk from the plane to immigration takes about 5-10 mins. I got there and there were heaps of VOA desks open, I queued for no more than 3 minutes - barely enough time to open my wallet and get my money out. Likewise immigration - there were longer lines but as soon as they started to build up they opened more desks and in fact ushered us to the locals line as they were not busy. My bag was one of the first off the carousel.

The bottleneck was the scanner for customs - ok for me as I got my bag first, but there was only one working, so I imagine those behind me might have had a bit of a wait.

A vast improvement on previous experiences anyway, and I would not consider paying extra. Coming back into Australia was a much longer process, at Perth airport we queued for ages.
