The rate you receive when using ATMs is determined mostly by your own bank at home, rather than the ATM you're using.
I've used the same ATM as my parents before, using it one after the other, and we use different banks at home. Similar exchange rates but not quite the same - and they had $3 fee per withdrawal where I had no fee.
