Two things to think about here - one is that it is hard to judge the age of a young person. To the Balinese our children often look older than they are, and the drug seller may not have realised the age of this lad. Secondly, one would assume a 14 year old would know better than to buy drugs - in Bali or at home - but not all children have an average IQ; this young man might be challenged by a lower than average IQ, or could have a behavioural condition that makes it difficult to make responsible decisions. We should not be so quick to judge the parenting of the child.
