The Australian government does not waste money "bailing people out".
They quite rightfully provide resources to try and ensure that Austalians in trouble abroad are reasonably treated.
Examples could be - access to legal help, food, water, clothing, medical treatment, contact with family etc etc. this must all happen irrespective of guilt, proven or otherwise.
As an Australian who regularly travels overseas, I would be extemely concerned if only selected people received this sort of assistance.
