The problem is when using outlook you have to send through the server you are using.
e,g, if the hotel is using sampatti it would be either smtp,sampatti.com or whetever
Home I use Tadaust and my outgoing is smtp.tadaust.org.
When away from home I use my Telstra dongle is have outgoing to smtp.bigpond.com. Wife has "3" dongle and has to use their server.
I may be wrong but the above is my experience
