think Kuta reef is a good spot. When its 6am take a walk out on the beach...if you can and see the huge amount of filthy rubbish strewn along the shoreline. It washes over the reef onto the beach, It has to be one of the dirtiest beaches on the planet. Goodness knows why people swim and surf in it...Yuk
I'm afraid the water quality isnt prestine and the only fish you are going to catch is some Blind Mullet.
