The registration is to the police, not the tourist police and the standard charge in south Bali is Rp20.000 per person. In the Amed area the charge is Rp30.000 but when we arrived up there in August and dropped in passport copies to the Abang police station they didn't get around to processing so it was free.

It's actually very important as if you have an accident or fall foul of the law it will cost between 3 and 5 million if you are not registered.
