It's dead easy to get a taxi in Legian. Walk out of Rumah Santai down the driveway to the street and you'll get a taxi within a minute most times of the day or night. Never had a problem with them not wanting to put on the meter.
Loji supermarket is fine for stocking up on drinks and some snacks. Even toiletries, insect spray, mozzie coils etc are there and still well priced. No fresh fruit though, so you'd need to go further to get that. A taxi to Bintang supermarket would be under Rp20K. Getting one back is a challenge sometimes. The ones in the carpark have always refused to put on the meter and want to charge Rp50K+ for the trip. You'll get one by walking out and crossing the busy road. Taxis to Carrefour will only cost you around Rp25K each way.
