Food AND labour IS cheap in Bali. Just the new fancier ones are making HUGE profits.
There are MANY cheap restaurants that sell cheap AND great food.
Prices below are a little low (as exchange has gone up since I wrote this) but still about $4 a meal.
Cheap Eats.
At the following places you can get a meal and a drink for under $4.
Tuban
Sendok Warung. Jl Bakungsari. Small. Fantastic food. Nasi Goreng 11.000, Mie Goreng 19.000
Warung Muslim. Opposite Bakung Sari Hotel entrance (green wall) 10 satay sticks 5.000 Rice 2.000.
Kuta/Legian
Bali Corner Café. corner of Poppies lane 2 and jl. Benisari it must be the best "people watching" place in Bali.
Bali Brazil . Jl Benesari. Kuta. Good, cheap.
Bamboo Corner Poppies lane 1. (Plain, really cheap. Always busy. Large Nasi Goreng 7.000. Good for breakfast. ) Bamboo Corner. Poppies 1. First restaurant after TJ's as you enter from Jl Legian. VERY cheap. Two people can order avocado salad (whole avocado), 2 chicken satay, water, fruit lassi, soft drink for 37.000 Very plain setting but food is good.
Bamboo Corner. Jl Padma Utara. Quite an extensive menu and cheap. Cheap, good food.
Gong Corner.
Enhay Café. Gg Benesari. (great chef salad- BBQ chicken, 1000 Island sauce 10.000) The food is so cheap and delicious. Try Chicken in the Basket ( chicken breast pieces breaded with herbs and bread crumbs) and Chicken pasta and Herb...Fish and Chips -8 pieces of fish (not those little bites either) in a basket with chips and a dish of tartar sauce.
Legian Snacks. Jl Padma Utara, Legian Snacks does very tasty Indo dishes at very cheap prices. They will even package the food up for take away if you stop in on your way back to the hotel - eg, Nasi goreng udang (prawns) Rp13,000. try the garlic prawns and you will go out of your way to get there. Nasi Campur delicious.
Puri Tanah Lot. Lebak Bene, Legian (off Melasti) Great food, cheap. Garlic bread, Spag Bol, ice cream (all for 25.000) Spring roll, Chicken Gordon Blue, Fruit salad (all for 29.000)
Treehouse- Poppies 1 (beach end). (0361) 762755 (Cheap, good food. Great for lunch. Yummy spring rools 7.000). (A garden salad, 1 pizza, 2 choc milkshakes costs 44.000. )
Warung Brasil Bali- Jl Benasari (cnr Benasari Lane ). Good choice of food. Mains approx 15.000. Excellent. Small serves but extremely cheap and quite tasty.
Warung Pama. Lane that runs between Poppies 1 and Poppies 2. Nice food and cheap.
Warung Kita. Gg Benesari. (Only 4 tables. Indo food. Very friendly owner. Nice chicken soup. Cheap)
Warung Wulan (+ Linggar) Gg Benesari. (Huge Burger 15.000 with chips).
Warung Yogya. Next to Garden View Cottages. (Clean, excellent Indo meals. Limited menu but delicious. Always full. Kare Ayam -chicken curry 12.000 + 3.000 for rice.)
