Within this hotel's grounds there are blocks of privately owned two-bedroom apartments that might fit the bill and will be well within your budget.
Google "apartment" and "Taman Agung" you will find a link to one of the apartments. These people can organise a second apartment for you for a similar price (owned by their friends). You will need to pay a 50% deposit to a Dutch bank account.
We've stayed in various Dutch-owned apartments in this hotel twice now and love the central location (and the two pools). It's very close to Hardy's supermarket and a short walk to the beach. I haven't found anything else in Sanur that comes close for value for money.
