Many are honest people trying to make a living.
Remember they also get duped by tourists refusing to pay. They think it's a tip but that is their wage. You don't get a serviceman to your house and decide not to pay.
I think it should be better regulated to stop the unscrupulous ones ripping people off. Even better signage would help but the govt doesn't care.
