Unfortunately the only way to know what is going on is call etc as you have tried to do or go there in person
Apart from not enough pages in your passport, a problem with the application, application denied or a problem with the return envelope, then it should have been affixed to the inside of the passport.
Were all other documents apart from the form also included?
-itinerary/copy of ticket/s (return ticket within 60 days)
-passport photo/s & any other documents as per the Melbourne website
Melbourne Consulate is working reduced hours during Ramadan so phoning etc will probably be twice as difficult
Submission: 10am-1pm
Collection: 1.30pm-3pm

I have always sent mine by registered post (same with return envelope) from Perth and country area
Have not had a problem and this morning received my latest one with label attached & receipt included
