When I stay at Lokha, go out of the hotel, turn right, swap sides of the road and past Garlic lane. There is a circle K (i think) that has good rates just past garlic lane, no commission, sign out the front and also a small convenience store. I have changed money there on two trips, and never had any problems, and always people changing, so it must be good/safe, IMO.
This time next week, I will be there!!! So can't wait.
