if you intend on using one in Bali then you may not be aware of the accidents that occur in Bali, there were over 400 deaths on the roads just last month. I would be too worried about someone driving right over the top of your child and if I saw someone using one here I would not hesitate approaching them and advising them of the stats as well. The drivers just sit too close to other vehicles so stopping quickly means disaster.
I have never seen them here in any stores.
Prams can be difficult but Sanur is probably one of the easier places for a pram, there is even a boardwork along the beach.
