mobile phone question

Hi all, about 8 weeks till we leave for 9 nights in phuket and then onto bali for 16 nights, I am going to buy an unlocked phone to take with us, question is will any unlocked phone work there as kid in shop said phone has to have green tick on it, he didn't explain any further and I have never seen a green tick on my phone but it is only a cheap nokia, any info greatfully accepted.
