Yes most of europe has these laws, yet they only seem strictly imposed in northern europe. (UK, Germany, Holland, Sweeeeden, Norway etc)..
As a brit i was amazed when i found out they had the no smoking laws in bars, restaurants etc in greece, spain, portugal, italy... as it certainly isnt enforced.
Anyway, re smoking in bali, its generally doesnt bother me, only once did i get annoyed, and it was a local so i couldnt really complain. A wealthy looking indonesian sparked up a huge cigar in stadium bar, and just left it burning away on the bar, choking me to the extent that i left the bar. (there was no where else to sit as it was during the F1).
