I surfed at Balangan beach yesterday. Everything there is the same as usual. Yes, there are some tracts of land that look like they will be developed soon "ON THE ROAD TO THE BEACH", But I don't believe the beach itself has been purchased or made off limits. In a nutshell, who's going to stop you from doing what you want on the beach?
