You need to read your travel insurance policy very closely and even confirm via email.
Eight years ago when I commenced with annual insurance policies, I read the fine print of at least a dozen policies. Most insurers at that time specified that you had to have a valid Australian licence of equal or great class for coverage. There were only a few that permitted coverage with a local license. A local licence will mean that you have paid all your korupsi up front and are safe from the local constabulary (provide you obey the rules) but it does not automatically mean that you are insured.
Make sure to read the fine print and seek written clarification.
