Strictly speaking you do have to have a valid motorbike license for Bali
That can either be a local license or an international permit (for a motorcycle)
Without either of these if you have an accident you are not insured
Yes there are penalties for riding without a helmet, without a license etc
Police have been much more active in pulling locals & tourists up from their roadblocks they set up.
Sorry don't know the cost of bribing an officer
Official charges/fines may also include the bike being confiscated
